I don't know how the US Navy does it, but the Russian Navy apparently places a premium on retrieving spent practice torpedoes such as this one:
Admiral Berzin assures us that this is not an authorized manner of torpedo recovery, no matter HOW lost the torpedo retriever is:

Was that pic the result of a successfull Soviet torp ex er ...what ?
I bet that's the same guy they lowered down the rope to refuel the reactor.
Don't know what the US does for practice torpedos, but I do know what the do for experimental ones. The are recovered at sea by helocopters and divers.
Just one little remark:
His correct last name Berzin, not Berezin..
